New Mills & District Volunteer Centre Building Consultation

The Volunteer Centre's building is currently owned by New Mills Town Council and leased to The Volunteer Centre. The current lease was for 25 years, and at the start of the lease agreement we were given in writing an undertaking from the council that the freehold will be transferred to New Mills and District Volunteer Centre or a long term lease with a peppercorn rent established. 

What does the Council want from you?

Because the building belongs to the community through the Council, residents are being asked for their views. Both options involve the Council "disposing of" the property – this means either selling it or leasing it long-term. And because NMTC recognises the public benefit of NMDVC both options would be at little or no cost to the centre.

The Two Options

Option 1: Transfer of the Freehold to NMDVC at nil cost 

  • Removes the building from NMTC ownership.
  • Transfers the building at below market value.
  • Allows NMDVC to use the property as they deem best for the charitable purpose, including sale of the property.

Option 2: Provide a Long Lease to NMVDC (Disposal by lease) of 125 years at the peppercorn rent of £1 per annum

  • Ownership of the building would be retained by NMTC whilst providing long term security for NMDVC

New Mills and District Volunteer Centre's Preferred Option.

Our preferred option is Option 1, the transfer of the freehold to our Charity at no cost. We believe that this is the fairest option considering that the Charity have paid all of the loan repayments in full and all of the repairs and maintenance costs which is close to £450,000 since we took possession of the building in 2002. The Town Council in the same period have not incurred any costs for the building nor have contributed to the repairs and maintenance of the building.
